On
September 19, 1988, Governor Blanchard of Michigan and Governor
Inaba of Shiga Prefecture signed an agreement committing their respective
governments to cooperate in the creation of the Japan Center for
Michigan Universities. The signing of the pact was connected to
the celebration of the 20th anniversary of Michigan's sister-state
relationship with Shiga Prefecture. The Center was built on a choice
piece of land on the shores of Lake Biwa, the largest freshwater
lake in Japan, in the city of Hikone.
