College of Education Policy Concerning the Committee on
Advanced Programs for 1994-95 and Thereafter

Background

The College of Education Document provides that:

"The COE Council shall adopt policies concerning the method of election of representatives to the Committee on Advanced Programs and other aspects of the charge to and organization of the Committee on Advanced Programs that are in conformity with the contents of this document. In the absence of or in addition to COE Council policy, the Committee on Advanced Programs may adopt other operating policies." (Article IV, C-7)

The Document also provides that:

"Soon after the beginning of each even-numbered year, the dean of the College of Education, using the most recently-submitted data from the annual NCATE/AACTE report, shall identify the programs that meet the definition under "1" above and shall notify the Council and the departments involved. Each program so identified shall be entitled to one representative on the Committee on Advanced Programs, effective with the following fall."

Policy

Prior to the start of the academic year, each eligible department housing an "advanced" program shall elect, through a process of its own selection, one representative for each eligible program.  A single individual may represent multiple programs, in which case the individual shall be eligible to cast a number of votes equal to the number of programs represented. The department head shall report to the dean of the College of Education the person elected and the program(s) represented by that person.

(Note: the intention has been to have the terms represented by half the programs expire each year. Thereafter, approximately half the programs will have a new term start each year.  However, the staggered term arrangement was never completely implemented and steps need to be taken to clarify which programs are on "even year to even year" terms and which programs are on "odd year to odd year" terms.)

If, in the middle of a representative's term, the program represented shall no longer be eligible for representation on this committee, the member's term shall expire effective with the time that the program is no longer eligible.

If a representative resigns from the committee or leaves the university in midterm, the person selected as a replacement shall serve the remainder of the original term, rather than for a full two-year period.

A quorum shall consist of one more than half the number of programs represented on the committee. In the event that a person is a representative of multiple programs, she/he shall count multiple times toward a quorum.
