Advanced Programs Committee

Minutes of meeting on 11/23/99

In attendance:  Carolyn Finch, Assoc. Dean; Chris Bocklage, FA; Kaia Skaggs, TED;  Judy Williston, TED

Approved minutes from 10/26/99 meeting.

Dr. Finch handed out the October ’99 revision of the NCATE Standards and the dean’s response to some of the questions from last time.  His response clarifies that the “unit” is the College of Education, with a distinction between “delivery” and “responsibility” functions.  He referred to the NCATE guidelines for specification of what a conceptual framework should include.

The basic programs committee has a list of many professional organizations, some of which have advanced level standards as well as basic level.  This might help with our alignment efforts.

Dr. Finch has available four new books from the NCATE/NBPTS Partnership for Graduate Programs relating to masters level educational programs.  These are “Toward a new vision of master’s education for teachers,” “Achieving the new vision of master’s education for teachers,” Aligning standards to improve teacher preparation and practice,” and “Creating partnerships to improve quality teaching.”  Copies can be checked out from her office and might contain information that would inform our tasks.

The construction of a conceptual framework was discussed.  It would make the work for individual programs easier in some ways as long as it can be adapted to diverse programs.  If, however, we are to create a shared vision we need representatives from all relevant programs;  this is not a task that can be done with such a small subset of the committee present.  Dr. Finch will work with the dean’s office to attempt to determine committee membership – who we believe to be on the committee and where they are.

The next meeting will be held on Dec. 14th at 3:30 in 222 Porter.  Possible agenda items include:

            •     review the 11 conceptual frameworks that already exist

            •     identify broad areas we might all agree upon as a starting point for discussion (e.g., research, technology)

Respectfully submitted,

Kaia Skaggs, Secretary
