Minutes of meeting on 03/20/01

Minutes from the February meeting were approved. The membership list was reviewed. Contrary to what was reported at the February meeting, Mary Teal will not be replaced on the committee by Rachel Harley. The new representative from music ed. is yet to be determined. Lech Wisniewski is also no longer on the committee. Joe Coyner suggested that the program in speech pathology needs a representative. There are some problems with the ed. leadership list – the programs listed and degrees currently offered are not the same. Jackie Tracy will work with Carolyn Finch to get the ed. leadership list corrected.
The committee discussed the proposed changes in COE governance structure. The proposed changes would put undergraduate degree programs under the responsibility of the Advanced Programs committee. There was a question as to why the committee was never invited to comment on the proposed changes prior to their presentation for a faculty vote, as well as concern that faculty members would be voting without being aware of the implications of the proposal or of the objections of at least one of the committees affected. The committee agreed that undergraduate programs should not be the responsibility of the Advanced Programs committee, although the addition of the other advanced programs not currently on the committee is welcomed. In fact, this is a move that the committee had suggested a year ago. A memo stating to the Dean the committee’s objections to the proposal as well as outlining a proposed amendment was unanimously approved (see attached).
Jackie Tracy reviewed the modifications in the EDLD course changes previously approved and will send the paperwork forward.
There is considerable concern regarding the requirement for the committee to meet during spring and summer when faculty are not on contract. In addition to contract issues, none of the departments have the same representatives available during both semesters. The committee reiterated its concerns that no major business, such as new programs or substantial course revisions, be approved without input from the formal committee. The individuals available for spring will be Ron Fulkert (BTE); Lisa Frankes, Jane Gordon, and Sue Grossman (TED); Joe Coyner and H.A. Hasan (SPED); and Jackie Tracy (EDLD). Jackie will server as the interim chair. Any committee business should come first to her and she will convene a meeting if necessary. The contact person for summer term will be Judy Williston with the constitution of the committee to be determined if needed for business.
Upon Carolyn Finch’s arrival, list of committee representatives was revisited. There are problems with the special ed. as well as ed. leadership “programs.” This led to a discussion of what was is an “advanced program.” For example, is a special ed. M.A. concentration considered a separate program? It is not clear how the numbers contained in the proposed governance structure changes were obtained. Dr. Finch will follow up.
Judy Williston shared some additional information from the early childhood program regarding the process they are using to align standards, outcomes and assessments in their masters program.
The final meeting of the semester will be April 17th. On the agenda will be sharing of progress that’s been accomplished to date by each program on the literature searches and conceptual frameworks.

RE: Proposed changes in COE Governance/Input Documentation
The Advanced Programs committee has been advocating for some time that the non-NCATE advanced programs previously represented on the Professional and Affiliated Programs committee be incorporated into the Advanced Programs committee. However, the proposed changes to the COE governance structure also place the undergraduate programs previously represented on the Professional and Affiliated Programs committee onto the Advanced Programs committee. This, we feel, does not serve well either those programs or the functioning of the committee. The responsibility of the committee is to focus on issues concerning advanced programs. It would be unnecessarily confusing, inefficient, and a duplication of effort to address undergraduate issues on this committee. We do not support the proposed changes as presented.
Thus we would like to submit the following amendment to the proposed changes in COE Governance/Input Documentation:
1) Committee on Advanced Programs
1. The Committee on Advanced Programs shall have three major sets of responsibilities. (a) Matters having to do with any Eastern Michigan University preparation program that is an “advanced” program for professional educational personnel (as defined by NCATE) ordinarily shall flow through the Committee on Advanced Programs. (b) Matters having to do with any College of Education program that is an advanced program for professional personnel other than as defined by NCATE ordinarily shall flow through the Advanced Programs Committee. (c) Matters originating outside the College of Education that have to do with advanced programs and on which the College of Education is requested to provide input ordinarily shall flow through the Advanced Programs Committee.
In number 4, the number of votes assigned should reflect advanced programs only.
