Minutes of meeting on 09/18/01

Minutes from the April meeting were approved.  Introductions of new and continuing committee members were made and the membership of the committee briefly reviewed.  Several members were absent and they will be contacted by Dr. Williston.  In addition, a replacement for Mary Teal as music education representative has yet to be determined and Joe Coyner will be contacted regarding representation for speech & language pathology.

New officers were appointed for the coming year.  Lisa Frankes will serve as co-chair with Judy Williston for the fall semester, taking over as chair in winter ’02.  Sue Stickel and a graduate assistant will serve as secretary.

The meeting schedule was reviewed.  It was decided to meet as a full committee once per month.  Although the intention is to meet as a full committee on the third Tuesday, due to holidays and the end of the semester, remaining dates for fall meetings will be October 16th, November 6th, and December 4th.  If there is pressing business or if sub-committees need to meet, they will convene on the remaining dates.  It is not known at this time what curricular issues will be forthcoming, with the exception of a new masters in Reading that is in development.  Most of the work of the committee will focus on conceptual frameworks and preparation for upcoming NCATE and program reviews.

Dr. Finch stressed that we need to get to substantive work on the conceptual framework quickly.  Competencies for our programs, based on the literature, need to be identified and, particularly, assessments designed and implemented.  As of the Fall, 2003 visit, the NCATE expectation is that we will be in the second year of implementation of an assessment program.  Program outcomes and assessments must also be aligned with the various applicable standards.

Dr. Williston handed out examples of the work that Early Childhood has done on standards, program goals and outcomes, and conceptual framework.  A question arose as to what individual degree programs are expected to provide and what might be done at a college or department level.  Dr. Finch stressed that a conceptual framework is different from a program description.  Each program goal articulated should be accompanied by a narrative statement that cites major theorists and researchers for each program goal.  Most of the existing “conceptual frameworks” are really program descriptions – which are also needed but not the same thing.  Discussion ensued about the process the Early Childhood program has used thus far.

Each program should use the four NCATE areas to organize program goals, although goals and outcomes need to be linked to national and professional standards as well.  There may be a standard form for program overviews in order to facilitate both their writing and the review process.  Dr. Finch is scheduled to meet with the dean the first week of October to decide a calendar for when various parts of the frameworks and programs need to be done as well as to give us a more concrete idea of how the process will proceed.  Committee members emphasized the desire and need for templates for the various parts of the report.

Chris Bocklage raised the question of how changing state expectations and standards for art education which will require a new program by 2003 would affect the preparation of materials for the NCATE review.  What standards should they be using?  How can programs prepare to meet new standards while preparing review material for existing standards?  Sue Stickel raised the issue of multiple accreditation requirements.  CACREP accreditation is extensive and will need to be redone for 2005 – how can the processes be made complementary rather than more work for faculty who have to reformat the same information?

Priorities are the articulation of program outcomes, development of assessments of candidate competencies at the advanced program level, and articulation of conceptual frameworks.  Information on the processes that will be used to accomplish these tasks will be forthcoming following Dr. Finch’s meeting with the dean.
