Minutes of meeting on 12-4-01

The meeting was called to order by Judy Williston, Co-Chair

Minutes from 11-6-01were approved.

 Dates for winter semester meetings were reviewed.  Meetings will be held once a month on January 15, February 19, March 19, and April 16.  Members should keep the following dates in mind in the event additional meetings are needed: February 5, March 5, and April 2.

 Carolyn Finch presented a motion that candidates seeking a recommendation for a Professional Teaching Certificate from Eastern Michigan University, College of Education, are required to complete a Masters Degree from Eastern Michigan University as a prerequisite.  The selected Masters degree must be an NCATE approved advanced program.

 The requirement will be implemented January 2, 2002.

 The rationale includes: 

1.      We are not in compliance with NCATE standards for advanced programs

2.      Candidates seeking a recommendation for the Professional Certificate are now required to take the minimum 18 credits required by the Michigan Department of Education.  Many candidates are taking undergraduate courses to complete these credits.

3.      We do not have a set of approved "planned programs" of 18 hours of graduate courses that meet NCATE standards for advanced programs.

 Discussion of the proposed motion included concerns that adoption of the motion would have a detrimental effect on enrollments and that students would attend other universities.  Several members raised concerns about effects to specific programs.

 The motion was tabled.

 Members will seek input from faculty and Carolyn Finch will bring additional information to the January meeting.

 Phil Cardon distributed information related to professional dispositions.

Phil also reported on the proposal for the M.S. in Career, Technical, and Workforce Education.  Dean Robbins had noted that since the admissions requirements no longer require a teaching certificate, that the program will no longer be NCATE eligible.

 Carolyn Finch reported on the upcoming need for submission of State Folios for certain advanced program areas.  Dean Robbins will be providing due dates for the folios.

 The next meeting of Advanced Programs Committee will be January 15 in Room 320, Porter.
