Background.
In October 2002 the Michigan Department of Education assigned the rating of AApproval Pending@ to EMU=s health education program (which consists of a minor in health education). The effect of an AApproval Pending@ determination is essentially Ayou don=t meet state Standards and you have two years either to get your program approved or to have your authorization to offer programming in this field terminated.@
The Department of Health, Physical Education, Recreation and Dance has addressed this issue. A revision of the program has been prepared (including all materials necessary to send to MDE) and approved by the HPERD Instruction Committee, the HPERD Department Head, and the Basic Programs Committee.
The Basic Programs Committee recommends the following to the COE Council.

The proposal includes:
A. Changing the number (to HLED 270) and description of Principles of Health Education. Proposed new description: AThis course will provide students with an understanding of the professional roles and competencies of the Health Educator. Course content will address professional development, code of ethics, application of health education theory, and recommendations for practice. Methods will include: lecture, student presentations, cooperative learning, and observation of professional practice.@
B. Proposed new course HLED 305 Current Health Issues I. AThis course will focus on prevention of health risks originating in childhood and adolescence. Non-communicable diseases, dental health, nutrition, physical activity, intentional injury, and emotional health will be addressed. Methods will include lecture, discussion, student presentations, and advocacy.@
C. Proposed new course HLED 315 Current Health Issues II. AThis course offers a broad overview of several health education issues, including consumer health education, environmental health education and the prevention of communicable disease and unintentional injury. The course is intended for those entering the health education profession. Methods include lecture, discussion, active learning projects, and developing web resources.@
D. Proposed new course HLED 325 Instructional Skills and Strategies for Health Education. AThis course is designed to prepare health minors to plan and implement instructional programs of quality comprehensive health education. Emphasis will be placed on development of materials as well as methods and strategies used to effectively teach K-12 health education. Methods include: lecture, cooperative learning, student presentations, and peer evaluations.@
E. Proposed new course HLED 355 Health Education Program Planning. AThis course is designed to prepare health minors to understand and develop the skills necessary to identify health needs, plan, implement, and evaluate health education programs in the schools and in the community. Methods include: lecture, cooperative learning, and student presentations.@
F. Proposed new course HLED 450 Health Education Assessment. AThis course provides an introduction to the use of assessment strategies for health education. Methods include lecture, discussion, and active learning projects.@
G. Proposed new course HLED 460 Concepts of Sexuality Education. AThis course examines the biological and behavioral dynamics of human sexuality and sexuality education with the identification and examination of contemporary issues. Emphasis will be placed on sexuality education in the schools and the community. Methods include: lecture, small group discussion, computer applications, and student presentations.@
H. Change in course description of HLED 490 Drug Use and Abuse to read: AThis course offers a broad overview of drug use. Historical perspectives of current problems, pharmacology of drugs commonly used and abused, physiological and psychological factors related to abuse, substance abuse prevention programs, treatment, and drugs and the law are all addressed. Methods include: lecture, small group discussion, student presentations.@
