MINUTES OF MEETING

Call to Order - The meeting was called to order at 2:04 pm by M. Kinney-Sedgwick, Chair pro tem.

 

1.      Approval of the Minutes – The minutes of the May 14, 2003 meeting were approved as distributed.

2.      John Preston from Industrial Technology addressed concerns raised by the Council regarding the proposed courses INDT 515 “Energy Educators Workshop I” and INDT 516 “Energy Educators Workshop II.”  These courses were created to provide facts on electric and gas energy, as well as alternative forms of energy sources, to middle school and high school science teachers so that they, and their students can make informed decisions regarding energy use.  The DTE Foundation helping to fund this course by paying the tuition for interested teachers.  John Preston ensured the Council that he has complete control of the material to be presented in this 3-day course, therefore eliminating bias towards a particular energy source.

Skip Lawver from Industrial Technology addressed concerns raised by the Council regarding the proposed courses INDT 441 “Foreign and Domestic Terrorism” and INDT 529 “Foreign and Domestic Terrorism.”  The catalog description was reworded to avoid confusion regarding the “exposure” of students to weapons of mass destruction.

3.      Reports of Committees

A.     Reports from Standing Committees

i.                     Committee on Basic Programs 

A.     The COE Council approved new courses ESSC 307 “Essentials of Oceanography for Elementary Teachers” and ESSC 315 “Water and the Environment for Elementary Teachers.”

B.     The COE Council approved the proposed amendments to the minor in mathematics (secondary).  The amendment includes the inclusion of MATH 211 “Introduction to Mathematical Proof” as a required course, therefore removing it from the list of restrictive electives.  This change would decrease the number of required restrictive elective credit hours from 6 to 3.

C.     The COE Council approved the submission of an “experimental program” to the Michigan Department of Education in which post-baccalaureate teacher preparation candidates, whose major is mathematics, may be recommended for certification with no minor.

iii.                  Professional and Affiliated Programs Committee

A.     The COE Council approved the new course QUAL 559 “Cost of Quality.”

B.     The COE Council approved a new minor in Administrative Management that consists of 4 required courses (BEDU 395, 396, 310, 387) and 3 elective courses (choose from among: BEDU 210, 220, 496; LEGL 211, 212; MGT 388, 480, 488; HLAD 305, 310, 425; MKTG 464; LAW 293).

C.     The COE Council approved a new minor in Human Biology. The requirements are as follows: Either BIOL 105 or 110; 15-16 hours from ZOOL 210, 202, 326 369; BIOL 201, 204, 228, 223, 239.  New courses include BIOL 201, 223, 228; ZOOL 369.

L.      Ad hoc Porter Chair Advisory Committee – J. Robbins reported that Joyce Epstein is poised to become the Porter Chair in the fall.  She is nationally known as a leading expert on families (parental involvement).

O.    COE Department or Offices – No report

P.      Porter Building Status – No report

Q.    NCATE/State Review Preparation – J. Robbins reported that he is currently holding NCATE hours (4:00 P.M.-12:00 A.M.) in order to complete the final report.  Everything seems to be on schedule.

Dean's Report – No report

5.      Old Business –  

J. Tracy reported that representatives from Teacher Education and Leadership and Counseling have created a new grantwriting course.  The course will be co-listed as EDLD or EDPS 660 “Grantwriting.”  The Council voted to approve the proposed new course.

A motion to rescind previous action taken by the Council at its April 23rd meeting regarding proposed new courses INDT 441, INDT 529, INDT 515 & INDT 516 was approved.  The COE Council then voted to approve the proposed new courses INDT 441 “Foreign and Domestic Terrorism”, INDT 529 “Foreign and Domestic Terrorism”, INDT 515 “Energy Educators Workshop I” & INDT 516 “Energy Educators Workshop II”.

6.      New Business – J. Robbins sought advice from the Council regarding the submission to the state of the current proposal “Visual Arts Education.”  It does not meet the requirements recommended by the state.  The authors of this proposal are aware of this and believe that it will pass.  The Council recommended it be sent forward with concerns that the proposal may be rejected.

Further discussion on the 2nd draft of the Professional Education Faculty document was tabled until more representatives of the COE Council can be present.

7.      Adjournment - The meeting was adjourned at 2:52 p.m.
