Call to Order: The meeting was called to order at 2:05 pm by M. Kinney-Sedgwick with the establishment of a quorum.
- Approval of the minutes for February 22, 2006 meeting. The minutes of the meeting were amended to include a correction of the date (Feb. 22, 2006) and correcting the course number for DTE from 499 to 459. With these changes, the minutes were approved.

- SPGN 323: New advanced writing course: approved
- MUSIC 320: Revision: tabled pending additional information from Dr. Olga Nelson
- MUSIC 104: Revision (being deleted as a pre-req): tabled, see above

- Professional and Affiliated Programs Committee:
- A new program with 9 courses, dealing with security issues, is proposed by College of Technology. Website: www.emich.edu/public/aa/acadprog/cpd.html . Discussion led by Gary and Dibya, who researched these courses. Approved, but with red flag question regarding financial implications related to faculty load and the technology lab having no refreshening budget.

- Proposed Governance Structure:
- FYI Only: A proposal by David Anderson (LC) was shared regarding an EMU Professional Education Oversight Advisory Committee. Discussion, but not a business item at this time.
- Dean’s report
- The Dean shared information on a variety of initiatives bringing money to COE:
- W.K. Kellogg Foundation, “the State of the African American Male in Michigan: A Courageous Conversation” ($50,000 Kellogg and $10,000 President Fallon)
- Robert Johnston gifted ECE program to fund a SMART room and materials library: $55,000 and named endowed fund to assist in procuring materials ($45,000), in memory of his wife, Gail Johnston.
- The Annabelle Sumera Estate has designated $75,000 to go to the dept. of Teacher Ed in the areas of ECE and elementary education. Ms. Sumera was a children’s book author and educator.
- The Jean Simpson estate has designated $86,666 to the College of Education. The funds will be used for faculty and staff professional development and training for faculty and staff.
- Kellogg Foundation awarded $50,000 grant request for the “Become a Person Who Reads: The Establishment of the Thomas A. Fleming African-American History and Literature Collection and the Kellogg-Fleming Lecture Series” at EMU project. We will be receiving the grant commitment and the funding in the next few weeks. The Dean will let us know when the award is processed so that the work can begin.
- Old business –
- Dibya checked on the use of WebCT at COE. It is not being used by LC, TED or Sped. Question about the funding of Web CT in light of this.
