- Call to Order: The meeting was called to order at 2:05 pm by M. Kinney-Sedgwick with the establishment of a quorum.

- Basic Programs Committee
- New Courses: PSCI 270; PSCI 305; PSCI 309; PSCI 340. All courses were approved.
- New Program: Physical Science for Secondary Teachers: Tabled until December 14, 2006 meetings for further information.
- Advanced Programs Committee – No report
- Professional and Affiliated Programs Committee:
- Personnel Committee – No report. J. Tracy inquired about the Chair of the COE personnel committee. Since Spring/Summer research fellowships are due on November 15, 2006, it is urgent that the Committee meet and review the proposals that are currently with the Dean. D. Anderson, Chair of the Leadership & Counseling Personnel Committee agreed to contact the other Chairs of Special Ed and Teacher Ed, and review the proposals before the deadline.

- ad hoc Porter Chair Advisory Committee – The next speaker will be on November 21-22. J. Tracy reported that the last two speakers were a great success.
- ad hoc Education Alumni Hall of Fame Committee – No report
- ad hoc Education Students Data Assessment Committee – G. Harder made a report regarding a visit to Ball State University, with a team that included Dean Polite and D. Anderson. The team examined rGrade, a software program developed and marketed by BSU. It appears to have higher tech needs but lower costs to students than LiveText. On January 20th, both BSU and LiveText will come and present their programs. It is imperative that a decision be made so that the software chosen can be developed during the winter to be in place by September 2006.

- Project Backpack: The COE Council commends Dr. P. Boyd-Williams for her leadership in this effort and acknowledges the commitment and efforts of the other members of the COE community in making this such a successful and meaningful form of assistance to the areas impacted by Hurricane Katrina.
