DEVELOPMENT REPORT

The Theophilus E. Hamilton Endowed Scholarship has been created. Named in honor of "Uncle Theo" Hamilton, EMU Career Services staff member assigned to the College of Education, the scholarship will be awarded annually to a student who is an older, returning student, enrolled full-time in the teacher preparation program at EMU.

Hamilton entered MSNC in 1941, served in WWII, and returned to complete the first of his three degrees from EMU. He became the first African-American teacher in the UP in 1955, in Pickford. Later, he was an administrator with the Highland schools, one of only a few African-American principals in the state at the time. In 1967, he joined the staff of EMU in Career Services and he continues full-time in that position, with no plans for retirement. He has received numerous awards and recognitions.

For the first three quarters of 2002-2003, contributions to the COE total $197,826, essentially equaling the total amount received for the entire year in such years as FY00 and FY01. Of the total, $110,259 has been contributed to endowed scholarships.

COE COUNCIL

The College of Education Council met on April 9, with Martha Kinney-Sedgwick, chair, presiding.

Upon recommendation of the Basic Programs Committee, the Council endorsed changes in prerequisites for CURR 314 and EDPS 307, endorsed three new courses in Earth Science, endorsed changes in the computer science teaching major/minor, and approved new courses (531, 533) in TSLN.

Upon recommendation of the Advanced Programs Committee, the Council endorsed various changes (prerequisites, description, title, etc.) in COUN 510, 612, 622, and 650; endorsed a proposed new course (COUN 576 Counseling Survivors of Trauma); endorsed changes in the school counseling program; and endorsed changes in the specialist-level program in educational leadership. The proposed new EDLD 601 Grantwriting and Fundraising for College and School Personnel was tabled.

Upon recommendation of the Professional and Affiliated Programs Committee, the Council endorsed changes in the community counseling and college counseling programs. The proposed LAW 511 Sports Law was tabled.

Various reports were received, including the dean's report on follow ups from two meetings back and our status with respect to preparation for the forthcoming State and NCATE reviews.

In old business, the dean reported that the tabled approval of state folios in history, geography, economics, political science, psychology, and social studies had become moot, as the deadline for submission of these materials, as they stood, was April 1.

The tabled proposal for endorsement of a graduate certificate in Health Administration was taken from the table and approved. Law 411 remained tabled.
