NCATE/STATE BACKGROUND
In 1997, EMU served as a "pilot" institution for NCATE and the Michigan Department of Education (MDE). As a result, we were the first institution to attempt an "on-line" (except for the site visit) accreditation and state review for professional education programs. It is believed that this was the first such "paperless" review made by any discipline-specific accreditation body.
In the months thereafter, EMU personnel made numerous presentations to national audiences on the EMU "electronic" experience and served as consultants to several institutions that quickly followed EMU's example. In 1998 (during a power failure!) EMU served as the training site for NCATE Board of Examiners members in "online reviews."
The MDE now requires all institutions to submit materials via a web site or a CD-ROM rather than on paper. NCATE still permits a "paper" option, but encourages institutions to submit materials "on line." This can't be accomplished completely, since a few of NCATE's affiliated Specialized Professional Associations (SPA's) still require "paper."
EMU's 2003 SPA submissions, NCATE Institutional Report, exhibits associated with the NCATE Institutional Report, and program submissions to the MDE are all part of a large web site located at http://www.emich.edu/coe/ncate/2003/index.html.
The EMU accreditation/approval web site is not password protected. It is intended not only for review teams but to serve as a set of reference materials for the EMU community and the larger professional community. For historical purposes, materials prepared for NCATE and state review in 1992 and 1997 are located on the site as well.
Many of the materials on the web site serve multiple purposes. For example, all the program-specific materials submitted to and received from the SPA's and all the program-specific materials submitted to and received from the MDE "feed into" NCATE's Standard 1 requirement that we be in compliance with national and state program Standards. The NCATE Institutional Report, which addresses numerous matters on a "unit"-wide basis, also serves as the Institutional Report for state purposes, thus avoiding duplication.
In addition, the MDE is moving rapidly toward an "each program reviewed exactly once" position, such that a SPA review and findings serve as the state review/findings or vice versa, again eliminating duplication of effort in preparing program materials.
The NCATE Institutional Report was "locked up" as of September 15 and so reported to NCATE headquarters and to NCATE BOE team members. Since that time, NCATE BOE team members have been studying our Institutional Report, catalogs, exhibits, and linked materials "on line."
COE FACULTY PRESENTATIONS AT MIDWEST CIES CONFERENCE
In addition to the presentations mentioned in last week's issue of Monday Report, at this past week's meeting of the Midwest Regional Conference of the Comparative and International Education Society, hosted by EMU COE, Irene Allen, Joe Bishop,Tom Gwaltney, Cristina Jose-Kampfner, and Q.S. Samonte (emeritus) presented a session on "International Education Programs at EMU from a Historical and Contemporary Perspective: A Description and Analysis."
Dibya Choudhuri and Don Staub were presenters in a session on "International Cultural Competence as Organizational Transformation: Focusing on Faculty and Staff Collaborations." David Anderson presented on "Using Games in Teaching Comparative Education."

A total of 39 presentations was made, many by practitioners in schools in southeast Michigan. The Friday night keynote address was given by Joyce Epstein, this year's holder of the John W. Porter Chair in Urban Education. The Best Practices Conference is held in the odd-numbered years, organized by the Department of Teacher Education.
FACULTY AND STAFF NOTES
Georgea Langer has been selected to receive a Teaching Excellence Award from the EMU Alumni Association. The award will be presented on January 17 at 10:00 a.m. in the McKenny Union Ballroom.
Alane Starko has been selected to give the first "Star Lecture" of the University Honors Program for the 2003-2004 year. She will speak on "Albert, Marie and Me: Trying to Find a Good Idea." The session will be on October 30, 7:00-8:30 p.m., Wise Hall Main Lounge. Other students and colleagues are invited to attend.
Jim Berry has been in Kansas City, MO, attending a forum on special education standards sponsored by the Council of Chief State School Officers.
Judy Williston presented a brown bag lunch session this past Friday on "A Reflective Look at South Africa's Children."
Lidia Lee recently made a presentation to the EMU emeritus faculty.
The most recent edition of the EMU World College "Global Dimensions" newsletter announced that Joe Bishop and our seven visiting scholars from the Ukraine will present a brown bag lunch seminar on November 12 at noon. Dibya Choudhuri will present a similar brown bag lunch session on March 17 on "Death and Dying: Cultural Perspectives."
"Global Dimensions" also included short items on Joe Bishop's trip to the Ukraine last July and Bishop's work with Thom Cullen (FLABS) in connecting domestic and international students. Don Staub's trip last summer to the Aegean coastal town of Ayvalik to visit schools and with education officials was also mentioned.

STUDENT NOTES
Music education student Mike Gentry, 40, of Webster Township, was featured recently in the Ann Arbor News. Gentry had recent surgery for a brain tumor and leads a local rock band.
Amina Rathur appeared briefly in a National Geographic documentary, "Inside Mecca," that was aired on PBS last Wednesday night.
Wendy Antko and Lisa Cousineau have been elected to offices in Pi Chapter of Kappa Delta Pi. The chapter made a profit in excess of $5,000 in its recent Scholastic Book Fair. The Fall initiation is on Sunday, November 2.
Undergraduate and graduate students in any teacher preparation program that involves mathematics, science, or technology are invited to participate in a 10-week paid experience with the Oak Ridge Institute for Science and Education. ALUMNI NOTES
Doris Sperling '72 will be one of three honorees at the annual Ann Arbor Public Schools Educational Foundation dinner. Sperling retired in 1994 after more than 40 years as a teacher and assessment specialist in the Ann Arbor schools. Since that time, she has been involved with the Family Learning Institute, which offers reading and writing help to low-income students performing below grade level.
DEVELOPMENT NOTES
Delores Soderquist Brehm '52 of McLean, VA and her husband have created the Delores Soderquist Brehm Endowed Scholarship in Special Education. The scholarship has been created with an endowment gift of $200,000. When implemented, the scholarship will support students who have been admitted to the cognitive impaired program in the Department of Special Education, who have outstanding pre-professional skills, and who have a high commitment to serve children and adults with cognitive impairment. Brehm is a former teacher of the cognitively impaired.
COE COUNCIL MEETING
The College of Education Council met on October 22, with Ellen Hoffman, chair pro tem., presiding. Skip Lawver discussed two courses from the College of Technology having to do with violence in the schools that had been proposed. The COE Council took no further action on these courses.
A proposal to approve revisions in the program for preparing teachers of Japanese Language and Culture was tabled, with a request that FLABS provide a completed grid that demonstrates compliance with state Standards for the field.
A proposal to approve a new program in Integrated Science (secondary) also was tabled, with a request that Physics and Astronomy provide all the materials necessary to submit this program to the state as a new program and to address the length of the program.
Upon recommendation of the Basic Programs Committee, the proposed new courses ASTR 311 Astronomy Projects for Elementary Teachers and PHY 312 Electricity Experiments for Elementary Teachers were approved.
Upon recommendation of the Professional and Affiliated Programs Committee, a proposed new M.S. in Bioinformatics (including new and revised courses) and a proposed new graduate certificate in Bio-informatics were approved. In addition, also upon recommendation of the same committee, approvals were given to revisions in the minor in Children's Literature, proposed new course MGT 457 The Merlanti Seminar, proposed new course INDT 505 Patents and Patenting, proposed new course CTAC 512 Conflict Resolution Skills for Professionals, and proposed new course CTAR 529 Producing Theatre for Young Americans.
Various reports were received. Jerry Robbins presented material related to NCATE Standards 3 and 4. There was a discussion of several potential "problem programs." The next meeting is November 12.
