Guideline 3 Curriculum, Instruction, Supervision & the Learning Environment
Not significant evidence of preparing candidates to design curriculum with consideration for community values and goals; align curricular goals & objectives with instructional goals & objectives; develop curriculum and instruction appropriate for varied teaching styles; use a variety of supervisory models; and assess student progress using a variety of appropriate techniques.
EMU Response: Recognizing this is a significant role of the educational leader we are working collaboratively with the Department of Teacher Education to design a new course built around standard guideline 3 – curriculum, supervision & the learning environment and standard guideline 5 – student personnel services. Development of this course provides a unique opportunity to strengthen our program by utilizing the expertise of teacher education faculty in the College of Education while focusing on the leadership perspective as it relates to teaching and learning. At present the educational leadership faculty have endorsed the development of the course providing specific recommendations for course content. In addition representative teacher education faculty have agreed to meet with leadership faculty to discuss the opportunity to co-develop this course in a way that would meet the curricular needs of their students and educational leadership students. The new course will then continue its journey through the university input process. The EDLD/CURR 5xx course will be offered as a special topic course until it has been fully adopted in the university system.

Not sufficient evidence of preparing candidates to apply principles of student growth and development; develop with others a full program of student advisement, counseling, and guidance services; develop and administer policies that provide safe school environment; address student and faculty conditions affecting learning; and plan and manage activity programs to fulfill student development, social, cultural, athletic, leadership and scholastic needs.
EMU Response: The content included in the standard guideline 5 will be addressed in several courses included in the educational leadership curriculum. They include EDLD/CURR 5xx course under construction (5.1), EDLD 513 Community Education & Community Relations (5.4) and EDLD 620 The Principalship (5.3). In additon, EDLD 625 The Superintendency & District Level Leadership address guidelines 5.2, 5.3, and 5.5.

EMU Response: Based upon ELCC feedback the faculty have modified the course syllabus and student performance activities in EDLD 514 Educational Leadership Theory & Practice for the Master’s degree program and EDLD 710 Educational Leadership & the Change Process for the Specialist Program.

The Specialist Program does not provide sufficient evidence of preparing candidates to identify and analyze major sources of fiscal and non-fiscal resources acquire and manage material assets; develop an efficient budget planning process; and perform budget management functions.
EMU Response: Based upon feedback from the first SPA critique, the department modified the Department of Leadership & Counseling educational leadership Specialist Degree Program Planning Policy 2005 to provide three distinct program opportunities for incoming specialist degree students. Students have the opportunity to declare one of three program emphasis areas with the set of requirements for the program to be reflective of the student’s specific program goal. The three areas available are: general educational specialist, district level leadership and the building and district level leadership emphasis. This ensures all students with the opportunity to access this degree program.
When a student is pursuing either building and/or district level leadership the EDLD 612 Economics of Public Education course is specifically required or the stated competency requirements must be met.

The Specialist Program does not provide sufficient evidence of preparing candidates to use technology, telecommunications and information systems to enrich curriculum and instruction; apply and assess current technology for school management and business procedures; and develop and monitor long range plans for school and district technology and information systems.
EMU Response: With the adoption of the new Specialist Degree Program Policy 2005 students pursuing either building and/or district level leadership are specifically required to enroll in the EDLD 518 Multimedia Technology for School Administrators course or fulfill the stated competency requirements. This ensures that student’s have provided the evidence necessary for competence in this area.

The Master’s program does not provide sufficient evidence of preparing candidates to analyze community and district power structures; articulate the district’s or school’s vision; communicate effectively with various groups; involve families and the community in appropriate policy development; develop effective and interaction staff communications plan and public relations program; and use and respond to electronic and printed news media.
EMU Response: In response to the valued feedback from ELCC and recognizing the critical role of community relations in the success of schools we revised the student performance activities in EDLD 513 Community Education & Community Relations course syllabus, a course required in the Master’s degree and in the Specialist degree with an emphasis on building and/or district leadership.
