Unit Budget
Target:
The unit receives sufficient budgetary allocations at least proportional
to other units on campus or similar units
at other campuses
to provide programs that prepare candidates to meet standards. The budget
adequately supports on-campus and clinical work essential for
preparation of professional educators.
Exhibit 6.11,
which includes data from the EMU Office of Institutional Analysis
publication Academic
Department Profile Account Summary 1996/97-2001/02,
shows that the College of Education expenditures per student
credit hour for a recent six-year period exceed the University
average each year and,
indeed, those of all but the two smallest EMU academic colleges. See Exhibit
6.1 for information concerning the 2003-04 budget for the College
of Education. Off-campus and on-line courses are supported, in large part,
by EMU's Continuing Education office.
Allocations
are made by EMU central administration to the College of Education and
its units with the expectation that these funds
will support all of the
activities expected of members of the faculty under the "Agreement
Between Eastern Michigan University and Eastern Michigan University
American Association of University Professors" ("AAUP
Contract") (Exhibit 6.12), Article
IX "Professional Responsibilities
of Faculty Members." This Article defines responsibilities
in such areas as "instruction" (including
continuing education), "scholarly/creative
activity," and "service." Additional
responsibilities of members of the faculty are defined in the Department
Evaluation Documents.
Additional funding to support faculty professional activities
is available from several other sources. Each department has access to at
least small amounts of Development funds, i.e., gifts made to a departmental
account. Grants
received from external agencies support research and service
activities in the College of Education, in the amount of $1 million
to $3 million per year.
Small amounts of "indirect
cost recovery" funds
are available for use at the discretion of the department (or
other unit) head. Within the COE, the Office of Collaborative Education has
small amounts of funding to support partnership and collaborative
activities with area P-12 schools.
Competitive
awards are supported through EMU offices outside of the College of Education
(at least during "normal" financial times) for such faculty
activities as sabbatical leaves, research and creative activities,
travel, equipment, grant proposal development, and the like. Click here for additional information on each of these funding sources.
Many of the
results of the various sources of funding, as accomplished through faculty
professional activities, are shown in the Faculty Reports of
service and scholarly/creative activities. Additional supporting data for
accomplishments supported by budgetary resources is found in
the activities listed within the COE Annual Reports.
During 2002-2003,
the COE budget supported the offering of more than 2,000 sections, the
generation of 96,023 credit hours (an all-time
high number for the COE), and the supervision of 1,259 student
teachers
(duplicated
count).
