THE POLICIES AND PRACTICES OF DISPROPORTIONALITY

The Fall/Winter 2009-2010 issue of PowerPlay calls for papers dealing with the policies and practices of “disproportionality” in relation to educational justice. Manuscripts submitted by authors could range from the theoretical to the empirical with an emphasis on disproportionality and its impacts. We are particularly interested in manuscripts that address one or more of the following critical questions/issues:

What sorts of disproportionality pervade educational institutions, processes, and practices—including placement in special education programs, zero tolerance and the criminalization of youth, and the militarization of poor, rural and urban public schools?
   
The role that disproportionality plays in impacting certain students’ life chances and opportunities, while possibly expanding the life chances and opportunities for other students; how forms of disproportionality operate in relation to issues of access and opportunity for students (and people) who speak a first language other than English; and how disproportionality in schools reflects, reinforces, or contradicts representations of particular groups in popular culture.
   
The ways in which educators, students, parents/caregivers and other concerned parties negotiate the tension between the rhetoric of equality and the disproportionality of social injuries, caused by exclusion and marginalization, that operate in relation to class, gender, race and ethnicity, sexual identity, and disability.
   
To what contradictions in schooling and society does disproportionality point and what sorts of resistance and opposition need to be waged in schools and communities? What policies and practices need to be transformed?

Manuscripts should be 5,000-7500 words in length, and conform to APA (6th ed.) style guidelines. Please see submission guidelines for details. Deadline for submission: September 1, 2009. Manuscripts should be emailed as a Microsoft® Word attachment to power.play@emich.edu.
