A. Rationale for Revision: Two courses, SPCI 427 and SPCI 429 are very similar. Both courses have content designed to instruct future educators regarding how they can teach students with mild cognitive impairments. These two courses (5 credits total) can be combined into one 4 credit hour course. The advantages to this combination include: a) credit hour reduction (1 hour); b) content could be taught by one instructor instead of two; c) this new 4 credit hour course
is modeled after the
other methods course in cognitive impairment (SPCI 483, 4 credits catalog
description: Philosophy, curriculum, assessment,
teaching methods and classroom
management techniques for students
to become a teacher of students with moderate or severe cognitive impairment,
or with multiple impairments), and d) this move to one course in mild cognitive
impairment will help ensure that full time faculty will be able to
deliver instruction to meet the following requirements from R 340.1786 of the
2002 Revised Administrative Rules for Special Education, teacher education programs for teachers of
students with cognitive impairment:
Differential curriculum development and teaching techniques.
Ability to observe and assess students,
Differential curriculum.
Development and teaching techniques.
Classroom management techniques.
Ability to organize and manage an educational environment and
schedule for a group of students with cognitive impairment, including the
understanding of the functions and role of the teacher as educational team
leader and the role and function of related services personnel and aides.

4. a) Current Catalog Description: For SPCI 427: Development
of programs, materials, and instructional techniques appropriate to meet the
needs of the child with cognitive impairment from birth to age 12. For SPCI 429:
Emphasis will be given to the assessment of basic learning skills and
academic levels of functioning based on the use and results of formal tests,
criterion referenced tests, and formal data gathering instruments. Additional
emphasis will be placed on the development of appropriate educational program
goals. The development of appropriate lessons using selected materials,
methods, and techniques to meet these goals. Selected behavioral management
approaches will be included as they relate to overall educational goals and
program development.
