Clerical Pilot Guidelines
The following are in addition to the guidelines contained in the original memorandum of understanding between Eastern Michigan University and UAW Local 1975 (Appendix H of July 29, 1997 UAW & EMU contract):
1. The goal of the clerical training pilot fund is to make training and professional development opportunities available to as many University clerical employees as possible.
2. The fund will be administered by the EMU office of Employment & Recruiting (E & R -- previously "Staff Training and Development") according to the original memorandum of understanding agreed upon by the University and the union. Clerical staff may apply for use of pilot funds in advance of eligible training activities using the forms and approval procedures indicated in the memorandum and overseen by the E & R office.
3. As stated in the memorandum, eligible training includes "in-house seminars and training classes offered through or sponsored by the University (Employment & Recruiting) Office."
4. The pilot fund is NOT intended to replace departmental funding of training for clerical staff, nor is it intended to pay costs for training essential to the clerical job requirements (for example, basic computer skills training).
5. The pilot fund IS intended to supplement essential training with professional development and work skills enhancement programs which will improve clerical employees' job performance beyond minimum requirements (for example, customer service or conflict resolution skills).
6. In administering the fund, the E & R office will keep track of who is using the fund and may place limits to ensure that the maximum number of clerical employees benefit. Limits may apply to individuals and/or to the portion allowed for a given event fee (for example, the pilot fund might pay only half of a $100 training fee with the balance coming from the clerical employee's department account).
7. The Employment & Recruiting office will share information about the use of the fund and seek input from the union leadership and membership in planning training for clerical staff.
