NCAA Certification Fiscal Integrity Subcommittee Meeting

Minutes
Present: Robert Brackenbury, Peter Linn, Mike Malach, Bob Okopny, Heidi Sisson, Kainoa Akina, Elva Mae Nicholson

1. The Committee reviewed and discussed the Self-Study Instrument that will serve as the guide for the final report of the Committee. Various methods of breaking up the work between the sections of the Self-Study Instrument and the various Committee members were discussed. It was decided that a more thorough review of the last NCAA Certification report was needed before the Committee could best determine how to divide the work. Robert disseminated a copy of the last report to each Committee member present.
2. The timeline for the report’s completion was discussed and future meeting dates were agreed upon, including two open meeting dates for public comments. It was noted that the fall meeting dates may change depending on the future class schedules for the faculty members on the Committee. The future meeting dates are as follows:
The Subcommittee on Fiscal Integrity will meet the first Tuesday of every month, from 2:00 – 3:00, in Room 103 Welch Hall. Additional meeting dates will be scheduled as needed.
The subcommittee has scheduled an open hearing May 7, 2002, to gather input from the campus community. A second open hearing has been scheduled October 15, 2002, to review the subcommittee report.
3. Robert noted that the VP for Student Affairs office will assist with duplication and clerical costs, as needed.
4. Mike agreed to prepare a brief summary of the accounting practices used by the Athletics Dept. and disseminate it to the subcommittee. Mike also noted that recent self studies of EMU athletics developed by other (non-NCAA) governing bodies, such as MAC and IAAC, did not contain a fiscal integrity component.
5. Robert will investigate the University’s internal audit schedule to determine if there are any forthcoming internal audits scheduled this year. Previous internal and external audit results will be compiled and analyzed.
