UNIVERSITY POLICY STATEMENT 

Eastern Michigan University's Department of Intercollegiate Athletics is an integral part of the higher education experience and is operated in harmony with the University's educational objectives.  Eastern Michigan University will sponsor a broad intercollegiate athletic program for men and women based upon traditional programs of the University, high school participation rates and the expressed interests of its student body.  The Department of Intercollegiate Athletics is committed to the intellectual, cultural, physical and social development of all student-athletes attending the University.  It is the policy of Easter Michigan University to adhere to the letter and the spirit of the rules and regulations set forth by the National Collegiate Athletic Association (NCAA) and the Mid-American Conference (MAC).  Further, it is the policy of Eastern Michigan University to comply with all applicable state and federal laws and to follow prudent fiscal  management and practices.

 

UNIVERSITY PRACTICE 

University practices for implementing this policy include: 

  1. The University shall be a member in good standing of the National Collegiate Athletic Association Division I-A and the Mid-American Conference. 
  2. The University shall comply with all of the rules and regulations of the NCAA and MAC and any applicable state or federal laws. 
  3. The Department of Intercollegiate Athletics shall recruit student-athletes with the ability to achieve academic success, who are of good moral character and who are competitive at the Division I-A level. 
  4. The Department of Intercollegiate Athletics will support the educational endeavors of student-athletes with the goal of graduating student-athletes. 
  5. The Department of Intercollegiate Athletics will recruit coaches and staff who support the Department's mission and philosophy, who represent the best in athletic instruction and who inspire student-athletes.
  6. The Department of Intercollegiate Athletics will establish and support standards of conduct for all student-athletes that create a positive image for the Department and the University.
  7. The Intercollegiate Athletic Program will be competitive in the Mid-American Conference and the NCAA Division I-A. 
  8. The Intercollegiate Athletic Program shall offer broad opportunities for participation of men and women based upon traditional programs, high school participation rates and the expressed interest of the student body. 
  9. The Department of Intercollegiate Athletics shall report to the President of the University. The President shall recommend an annual athletics plan and budget to the Athletic Committee of the Board of Regents for approval. 
  10. All policies regarding Intercollegiate Athletics shall be approved by the Board of Regents. 
  11. All gifts to the Department of Intercollegiate Athletics shall be received and processed by the Eastern Michigan University Foundation.  Athletics is encouraged to increase private support to the program and expansion of the athletic endowments. 
  12. All expenditures by the Department of Intercollegiate Athletics shall be approved through normal University policies and procedures. 
  13. The University shall appoint a faculty athletic representative in accordance with NCAA policy.
  14. The Department of Intercollegiate Athletics shall schedule competitions and practices to minimize conflicts with academic schedules in order to protect the educational welfare of student-athletes. 

 

RESPONSIBILITY FOR IMPLEMENTATION 

The Office of the President is responsible for the implementation of this policy.  The athletic director is responsible for the administration of this policy.  The Athletic Committee of the Board of Regents shall provide oversight for this policy.

 

SCOPE OF POLICY COVERAGE 

This policy applies to all students who meet NCAA, MAC and EMU requirements and who elect to participate in an intercollegiate athletic program as well as all athletic administrators, coaches and support personnel and all employees at the University who have a relationship with the Department of Intercollegiate Athletics, an intercollegiate athletic program or student-athletes.
