Eastern Michigan University Parking Department

The Parking Department will be temporarily relocating to Bowen field house main level.

There will be parking available in the Oakwood pay lot and the Student Center lot.

 

The Eastern Michigan University Parking Department is located at 204 Bowen Fieldhouse, West Circle drive off Oakwood street. The parking office is open Monday through Friday, 8:30 AM until 4:30 PM.

General Parking Information

Statement of Authority

This ordinance is enacted by the Board of Regents for Eastern Michigan University pursuant to and in accordance with the authority and responsibility of said board as provided in the Constitution of the state of Michigan, Act 300 of the Michigan Public Acts of 1949 (Michigan Vehicle Code) as amended, and Act 291 of the Public Acts of 1967, as amended. Whenever the defendant fails to admit responsibility, deny responsibility, or admit responsibility with an explanation within 14 days of issuance of the violation, a default judgment is entered and a charge of $5 shall be assessed in addition to the fine set forth in the schedule herein.

In the event that a defendant is found to have violated these ordinances by a court of proper jurisdiction, the fine schedule provided in Section 7 shall be applied by such a court as a minimum fine schedule.In the event of hardship, the court may suspend the minimum fine, or in the event such violation merits a fine greater than the minimum, the court may levy a greater fine not to exceed $25.In the event such defendant fails to appear in court and a warrant is issued, the court may levy additional fees in accordance with the regular authority and practice of the court.Payment of fines is an obligation.It is considered the same as all other University financial obligations.

University disciplinary action may revoke parking and driving privileges.Court action may be taken in cases of overdue violations in Public Act 291, P.A. 1967.

Provisions contained on this web page are subject to modifications and serve only as a guide to the University community. All signs take precedence over these provisions.

Finances

The construction, improvement, and maintenance of all University parking facilities is financed through permit sales, fines, gate receipts, and meters. In addition all money expended for the administration of the parking department comes from these same funds. No state funds may be used for any of these purposes. Fees and fines described herein are subject to change subsequent to appropriate administrative review.

Special Events

The University reserves the right to institute changes that may interrupt the routine parking and traffic patterns.

Traffic Regulations

A. Laws in Effect

•The University parking/traffic ordinances are available upon request at the department of public safety.

•University Police officers also enforce the traffic laws of the State of Michigan and the City of Ypsilanti.

B. Speed

•Unless otherwise posted, the speed limit on the University streets is 25 miles per hour.

C. Accidents

• Motor vehicle accidents on University property should be reported to the University Police Department at (734) 487-1222.

• Motor vehicle accidents occurring off campus should be reported to the local police department for the area in which the accident occurred.

Vehicle Registration, Fees, and Display

A. Vehicle Registration

All motor vehicles parked on the EMU campus must be registered with the University and have the appropriate current parking permit displayed from the rear-view mirror.Any other method of display is not considered proper. Vehicles may be registered at the Parking Department (located in Bowen Fieldhouse) during offices hours, 8:30 a.m. to 4:30 p.m., Monday through Friday.

B. Housing Residents

All residents of Cornell Courts, and Westview are authorized one parking space per resident unit.Special permits by residence locality will be issued by the Parking Department.All vehicles parked in the apartment area must display a valid permit for the respective living unit.Residents may purchase a second vehicle permit at the Parking Department.

All residents of Brown/Munson with a Brown/Munson permit are authorized to park in the Parking Structure and Oakwood North and South Lots (during the day) only.Special registration permits will be issued by the Parking Department.Vehicles must be owned by the resident or a member of their immediate family.

Any resident of the University residence halls may purchase a resident permit for parking in North Campus Lots 1 and 2, Mayhew Lots, and Hoyt Lot.Vehicles must be owned by the residents themselves or a member of their immediate family.

C. Registration Permits (hang tags)

1. Display of Registration Permits (hang tags)

a. The parking hang tag must be hung from the front windshield's rearview mirror mount whenever the vehicle is parked at an EMU parking facility.Any other method of display is not considered proper.In such cases the hang tag will not be honored, and the individual will be responsible for the ticket.Individuals who have convertibles (soft tops) or doors that don't lock should request a parking sticker when purchasing their hang tag.

b. Commuter students have a grace period in which the hang tag requirement is not enforced in commuter lots only.The deadline for the display of hang tags is 7 days after the first day of classes for each semester. Faculty/staff and housing residence lots are enforced all year. Persons with registered vehicles, please note: If at any time you should forget your permit or are temporarily driving a different vehicle to campus, you must obtain a temporary parking permit (available at any time, and at no cost) from the Parking Department or Public Safety office, by presenting your student I.D.Temporary permits are limited to two per semester. Temporary permits will be for designated open lots only.

c. Bar Code Procedure -- Pass the bar code (on the side of your permit) through the bar code reader at specified gates.

2. Replacement of Parking Permits (hang tags)

a. Please remember to remove the hang tag from the rear view mirror and secure it before you move your vehicle and when you are not parked at an EMU parking facility.

b. A lost or stolen hang tag from an unsecured vehicle may be replaced by purchasing a new one at the Parking Department.The University is not responsible for lost hang tags.

c. A stolen hang tag from a secured vehicle will be replaced at no charge only upon proof of theft (police report or insurance report). All permits must be displayed in accordance with the regulations set forth, or the vehicle is subject to issuance of a citation.

D. Bicycle Registration

The University will register student and staff bicycles.Such registration enables the University police officers to identify stolen bicycles.Bicycles should be registered with the Parking Department located in the Parking Structure.You must have the serial number of your bicycle in order to register.The permit issued must be displayed on the bicycle.There is an engraving service available at the Department of Public Safety at no charge.

E. Guest Parking

Guests may park overnight in North Campus Lot #2 upon purchasing a guest permit at the Parking Department or Public Safety Department. Guest permits are $3.00 a day and expire the next day ay 9:00am.

F. Motorcycles

Motorcycles must be parked within designated motorcycle areas.

Parking Provisions


A. Service Permits

Special service permit requests should be submitted to the Parking Committee.These permits are for purposes of loading and unloading.These permits are not authorized for private parking.


B. Handicapped Permits


The University honors State of Michigan handicapped permits and provides designated spaces for handicapped persons.University personnel and students may present their handicapped permit at the parking office.A complimentary bar-coded permit will be issued, with instructions on parking choices; to all persons with permanent State of Michigan handicap permits.


C. Temporary Disabled Permits


A special 3-week permit may be obtained at the Parking Department, located in the Parking Structure, with proper medical certification from a physician.


D. Visitor Parking

Visitors, guests may, without a permit, park in any of the metered areas, the Pease Guest Lot, Student Center Guest Lot, Oakwood Guest Lot, Washington Street Lot Meters, McKenny Guest Lot, and Alexander Guest Lot, by paying the posted fee.

Parking Facilities And Regulations


All officially designated parking areas are posted.If an area is not posted for parking, you may not park there.The posted sign regulates the type of parking authorized and takes precedence.

There are areas within which parking is restricted to vehicles bearing the appropriate parking permit.A parking permit does not ensure the availability of a parking space, but grants the privilege of parking in a specific area when a parking space is available.

No parking is allowed on any University street, in any metered area, or in any parking lot between the hours of 2 a.m. and 6 a.m., except for working staff with a current staff permit and at resident lots.

Parking areas are enforced from Sunday Midnight., through Friday, 6p.m.Handicap accessible, prohibited and reserved parking are enforced seven days a week, 24 hours a day.

Neither Eastern Michigan University nor any University employee assumes responsibility or liability for theft or damage to cars parked on University streets, in the parking structures, or in parking lots.

Violations / Penalties

A driver, owner, or person to whom the vehicle is registered who does not conform to the regulations will receive a violation notice on the vehicle. Violation citations can be issued every 4 hours to illegally parked vehicle. Fines are specified on the violation ticket and are in accordance with the following:

Parking in Restricted Zone $25.00***

Prohibited Parking 2 am - 6 am $20.00**

Parking in Handicapped Zone $100.00

Traffic Hazard $25.00

Illegal Entry $10.00

Prohibited Parking on margin, grass, sidewalk $25.00

Parking in Violation of Time Restriction $10.00**

Overtime Meter $10.00**

Prohibited Parking $20.00**

Immobilization Fee $25.00

Not Parked With In Space $25.00

* Penalty is only $5.00 if person presents a valid permit within 48 hours. A valid permit is a permit that was purchased prior to receiving a citation, and that is appropriate to grant access to the lot where the citation was issued.

** Penalty is reduced by 50% if paid within 24 hours of issuance.

Note: Six unpaid parking violations may result in vehicle impoundment.

Paying Violations

A 24 hour drop box is provided at the parking structure, 123 Sturcture Drive for payment of parking violations. Exact change or check must be used at the drop box. Fines that are reduced if paid within 24 hours or 48 hours must to be paid at the EMU Parking Department, 204 Bowen Fieldhouse Ypsilanti, Michigan 48179.

Failure to pay a violation within 14 calendar days of the date the violation was issued may result in a default judgment being entered against you, and an additional $5.00 fee will be assessed. Please note: The date of issuance is counted as one day.

Failure to pay the violation upon issuance of the first notice will result in an additional $5.00 fee being assessed.

Appeals

If you are charged with violating the Parking/Traffic Ordinance of Eastern Michigan University, you may have your case reviewed for possible adjustments at the Parking Department located at 204 Bowen Fieldhouse.Only adjustments dictated by extenuating circumstances surrounding the issuance of the violation will be considered and must be presented within 48 hours of the issuance of the violation.


If adjustments are not made by the Parking Department and you wish to appeal further, you need to bring the citation into the Parking department within 14 days of the date issued and fill out the dispute form. 14a-6 Court Traffic Bureau will contact you with a date and time to appear in court.

If the violation becomes delinquent, a court citation may be issued to the registered owner of the vehicle, and filed with the 14th District Court.The citation serves as a summons to command the initial appearance of the defendant, and a response from the defendant as to his or her responsibility for the alleged violation.(Authority Public Act 291 of 1967, as amended.)

Outstanding Violations

When a vehicle is found to be in violation and where it is determined that there are six or more outstanding violations against the same vehicle, the vehicle may be impounded. Such a vehicle shall not be released from impoundment until there is satisfactory evidence that all outstanding violations relating to the vehicle have been cleared with the University or the district court.
