To apply for a Perkins Loan, a student must fill out a FAFSA application at www.fafsa.ed.gov each year of attendance. Once the FAFSA is processed, the Office of Financial Aid will determine eligibility and package the student with financial aid.
If the student is packaged with a Perkins Loan, the borrower will need to accept the award and complete the Perkins Loan Master Promissory Note and Perkins Loan entrance counseling through an online process here.

When a student graduates, drops below half-time enrollment status, or transfers to another school, the student must complete the Perkins Loan exit counseling. The Perkins Loan Department services and assists Perkins Loan borrowers while enrolled, in grace, and in repayment until the Perkins Loan is paid in full. Educational Computer Systems, Inc. (ECSI) is used by the Perkins Loan Department as a billing servicer for Perkins Loan payments. Their address is 181 Montour Run Road - Coraopolis, PA 15108. Any questions other than billing should be addressed to the Perkins Loan Department at Eastern Michigan University.
