Veteran schools administrator David Turner hired as vice president of university human resources at Eastern Michigan University

YPSILANTI – David Turner, who has deep experience in directing human resource operations at a variety of large and complex Michigan school districts, has been hired as Vice President of University Human Resources at Eastern Michigan University.

David Turner presently serves as associate superintendent of human resources, legal and labor relations and student services at Southfield Public Schools.

At Eastern, he will oversee human resource services across Eastern’s large and diverse campus, along with developing and implementing a comprehensive plan for enhancing service to Eastern’s 2,500+ regular and part-time employees and more than 23,000 students.

In his new role, Turner will oversee the negotiation and administration of collective bargaining agreements along with developing programs for enhancing Eastern employees’ talent, promoting employee wellness, and ensuring a diverse workforce.

Turner, an EMU alumnus, will report to president Susan Martin as a member of EMU’s Executive Council. His salary will be $175,000. His appointment is effective Jan. 20, 2014.

In his current role, which he began in 2009, Turner oversees the HR function of a district with 13 schools and approximately 800 employees.

While at Southfield schools, Turner supervised the overhaul of his division along with serving as chief negotiator and contract administrator for all bargaining units. He routinely is called upon to serve as “acting superintendent” as a key leader in the district.

Turner has also served as director of human resources and labor relations at Oak Park Public Schools (2006-09), as executive director of human resources operations at Detroit Public Schools (2003-06) and as human resources director at MGM Grand’s Detroit Casino (2001-03).

Turner, who lives in Farmington Hills, earned a bachelor’s degree in business administration and human resources from Eastern Michigan in 1994. He earned a master’s degree in human resources management from Central Michigan University in 1999.
