Change of Program/Place of Training (22-1995)You must complete the if you collected benefits at another institution by going through the VONAPP system. Once you are on the VONAPP page click on "Start VONAPP" and follow the directions. If you remember the password you used when you submitted your initial application use that, if not create a new one
