Biography

Tess Barker, JD, PhD was appointed Vice Chancellor for Student Affairs and Enrollment Management at Indiana University Kokomo in 2020. Her portfolio includes student life; campus diversity; athletics; international student services; counseling; career services; accessibility; and enrollment management. With over 20 years in higher ed administration and student affairs, she has served in leadership positions such as Chief of Staff to the Chancellor of the University of Michigan-Flint, where she was also the Director of Institutional Equity and Title IX Coordinator, and as Director of the James E. Scott Leadership Academy at NASPA. She previously served as Executive Director for the Iowa Chapter of the American Academy of Pediatrics.

Tess holds a doctorate in educational leadership and policy studies from the University of Iowa, a juris doctorate from the University of Iowa College of Law, a masters in counseling and college student personnel from the University of Maryland-College Park and a bachelors in political science from the University of Minnesota.
