Originally from Cincinnati, Ohio, Lieutenant Colonel Baker was commissioned a Second Lieutenant through the Reserve Officer Training Corps in August 1997. His previous assignments include serving as a Gold Bar Recruiter at the Florida Institute of Technology, Melbourne, Florida; Human Resource Officer and Adjutant, 282nd Base Support Battalion and Executive Officer of Headquarters and Headquarters Company, Combat Maneuver Training Center, Hohenfels, Germany; Commander, Headquarters and Headquarters Company, 2nd Battalion, 60th Infantry Regiment and Commander, Bravo Company, Task Force Victory, Fort Jackson, South Carolina; Test Control Officer and Operations Officer, Lansing Military Entrance Processing Stations, Lansing, Michigan; Human Resource Officer and Adjutant, 5th Brigade Combat Team, 1st Armored Division, Fort Bliss, Texas; Plans and Operations Officer, J-1, United States Forces , Iraq; Commander, Kansas City Military Entrance Processing Station, Kansas City, Missouri; and Chief of Plans and Operations for the 3rd HRSC in Jackson, Mississippi. 

His professional military education includes the U.S. Army Airborne School; the Adjutant General Officer Basic Course; the Adjutant General Captain's Career Course; the Combined Arms Services Staff School; the Human Resource Manager's Qualification Course; the Human Resource Plans and Operations Course; and Intermediate Level Education, Command and General Staff College. Lieutenant Colonel Baker is married to the former Erin Baird of DeWitt, Michigan and they have three children, Madilynn, Katelynn, and Ellynn.
