CSA - Campus Security Authorities
Campus security authorities (CSA), as defined by the Clery Act, have an obligation to report allegations of Clery Act-defined crimes that they conclude are made in good faith. These crime allegations should be reported to the EMU Police Department or to the local police. The Clery Act definition of a campus security authority includes EMU personnel beyond EMU police officers. An official of EMU who has significant responsibility for student and campus activities, including but not limited to, student housing, student discipline and campus judicial proceedings, is a campus security authority. The intent of including non-law enforcement personnel as campus security authorities is to acknowledge that many individuals and students in particular are hesitant about reporting crimes to the police, but may be more inclined to report incidents to other campus-affiliated individuals.

CSA Training
CSA training is available in several formats. EMU PD and Legal Affairs conduct training during the fall semester and at the request of any individual or group who needs the training at EMU. To schedule a training session, contact EMU PD or Legal Affairs and request the training. On-line training is available to to all faculty/staff that will meet the requirement for all Student Organization Advisers at e-Training. Counselors Confidential Reporting
Campus Pastoral Counselors and campus Professional Counselors, when acting as such, are not considered to be campus security authorities and are not required to report crimes for inclusion into the annual disclosure of crime statistics. As a matter of policy, they are encouraged; if and when they deem it appropriate, to inform persons being counseled of the procedures to report crimes on a voluntary basis for inclusion into the annual crime statistics.
The Clery Act defines Counselors as:
- Pastoral Counselor: An employee of an institution, who is associated with a religious order or denomination, recognized by that denomination as someone who provides confidential counseling and who is functioning within the scope of that recognition as a pastoral counselor.
- Professional Counselor: An employee of an institution whose official responsibilities include providing psychological counseling to members of the institution's community and who is functioning within the scope of his or her license or certification.
