2.4. Creation and Operation of Centers and Institutes

It shall be the policy of the University to encourage the development and operation of organized research units where EMU has proven capacity to provide unique contributions or services. All organized research units should complement the educational mission of the University and focus on demonstrated needs.  The purposes for establishing organized research units are to:

  • Establish and promote interdisciplinary research;
  • Promote and facilitate collaboration with external partners, including industry; and
  • Attract external funding.

Organized research units at EMU are established as Centers, Institutes, or Laboratories through procedures established and maintained by the Provost or designee.  The expectation is unit leadership will be provided by faculty or administrative professionals (APs) functioning as research directors, and administrative and fiscal oversight will be provided by APs.  The procedures shall articulate processes for:

  • Creating and applying for research Center, Institute, or Laboratory status;
  • Determining organizational location and administrative support;
  • Reviewing and assessing performance on an ongoing basis; and
  • Discontinuing an organized research unit when there is no longer a need or financial support.

The University will consider support for the organized research unit during a defined start-up phase. As a general rule, organized research units will be expected to finance their operations through external grants, contracts, gifts, endowments, or from special legislative appropriations.
