Professional

Bill Richards earned a Bachelor of Science degree in public law and government and a Master of Arts degree in communication, both from Eastern Michigan University. Mr. Richards retired from the city of Farmington in 2008 as the assistant city manager, specializing in personnel and human resources. Mr. Richards served over 25 years in local government.

Mr. Richards has been an adjunct faculty member in the Political Science Department at Eastern Michigan University for many years. He teaches graduate classes in the Master of Public Administration program; including PLSC 625 Local Government Management and PLSC 635 Strategic Management in Public and Nonprofit Sectors.

Mr. Richards has extensive consulting experience with local governments. He has consulted on behalf of the Michigan Municipal League facilitating over 50 executive searches for Michigan communities. He has facilitated over 30 strategic planning and goal setting processes for Michigan communities, including: Farmington, Wayne, Novi, Ferndale, Monroe, Tecumseh and Adrian.

Mr. Richards prefers to use structured experiences and/or arrange for field study in his classes as much as possible.
